I am not sure that America is a good place for shoulderriding-there seems to be a lot of strange laws that do not allow people to express themselves freely- in places like New York-where shoulderriding is not always permitted in open spaces.

In the United Kingdon there are no such restrictions-might be a good place to travel to.

Mastadon777 is correct unfortunately.  In New York, shoulder riding is not permitted any longer in public swimming pools, and in many concert venues. 

I was once in Times Square while a movie was being filmed.  Some women in the crowd are sitting on shoulders to get a better view of the stars.  The director had the police stop them and take them down!

I think in NY it's because of litigation and liability issues.
